There are described particular features and methods of training of adults, programs of three trainings on election procedures, samples of training materials and tests for obtained knowledge evaluation . For people who organized training of poll station commissioners and observers during elections of the President of Ukraine in 2004, trainers who taught people directly.

The main principals of poll station commissions’ and observers’ activity on different stages of electoral process, in view of upcoming elections of the President of Ukraine in 2004 are considered in the manual.

Possible situations that may occur during organization of the election process are described in accessible and entertaining form. The attention is concentrated on socio-psychological aspects of poll station commissioners’ and observers’activity.

The publication of famous journalists, where the practice of “black” PR-technologies during election campaigns application is analysed, are gathered in the manual.

The published materials were successfully used at workshops, trainings and lectures, held in higher education institutions of Lviv city in the framework of the project “The Voice of Future”. The Institute for Policy Studies was the initiator of the project with financial support of USAID Counterpart Alliance for Partnership. The project organizers’ goal was to teach student youth to recognize “black” PR-technologies and resist their influence not to fall into a snare of cunning politician or his PR-adviser.
