The Report of the Group of Eminent Persons of the Council of Europe analyses challenges for modern European community and proposes 17 leading principals of their combating. The Report gives everyone an opportunity to understand better the principal of diversity that underlies the idea of United Europe.

The European Program of the International Renaissance Foundation has provided the financial support for publication and presentation of the Report in Ukraine.

The publication was prepared within the same name project, implemented by the Malopolska Institute of Local Government and Administration (Krakow) in cooperation with Lviv City NGO “Institute for Policy Studies” (Lviv) and NGO “Business Initiatives” (Ivano-Frankivsk). Co-financing of the project was performed from funds of the Ministry of Foreign Affairs of the Republic of Poland.

The authors of the publication show on example of Poland the specific features of local self-governmental bodies’ functioning in conditions of European integration. The readers can learn about organizational and legal aspects of the European Union, relations between Ukraine and the EU, Polish experience of integration with the European structures, as well as about financial aspects of the European integration.
